Contractor Systems--This seminar describes the requirements for an accounting system to be acceptable for government contracting. Coverage is provided on special accounting systems such as process, standard and those systems utilizing Activity Based Costing. Labor recording systems are addressed in this seminar, including requirements of electronics time sheets and procedures for recording and distributing labor charges. The basic requirements for adequate purchasing systems and subcontracting procedures are addressed in this seminar. The need for competition and the proper documentation of the process are stressed. Such review might be performed by the Inspector General, General Accounting Office, agency contract auditor, an outside accounting firm, et. al. Terminations for Convenience--This seminar describes the government's basis for termination of a contract for convenience. In addition, the termination process is described in terms of deadlines to meet, interim reimbursements, dealing with vendors and subcontractors, completing the proper forms, claiming all allowable costs and completion of the settlement process. Pricing Contract Changes. This topic addresses how to determine when a contract change has occurred. Price adjustments based on contract changes--formal or informal--are necessary in order to obtain full reimbursement under a contract. (1 Day)

Contract Compliance--This seminar is an alert to the various laws that have been cited in procurement frauds. These include false claims, false statements, conspiracy, bribery, gratuities, kickbacks and others. This seminar describes how investigations begin and how they are conducted.
