BID PROTESTS -- Governmental organizations frequently do not comply with their own rules on the evaluation of competitive proposals. When this becomes evident to a company who was not selected for award, a bid protest may be filed with the Government Accountability Office, the FAA Office of Dispute Resolution for Acquisition or the United States Court of Federal Claims. Frequently, access to competitor proprietary data is required in order to resolve the dispute. Contractors must take action to reduce their vulnerability to fraud and defective pricing allegations. The most practical safeguard for this is a systems review which identifies potential areas of exposure. 

Through a systems review, vulnerable areas such as labor charging, estimating systems procurement systems receive the scrutiny of professionals familiar with government audit practices.
